Nanjing: implement the measurement development plan and vigorously promote the process of instrument localization

In order to implement the measurement development plan (2,021-2,035) of the State Council and the provincial government's opinions on further promoting measurement work, recently, the general office of the Nanjing municipal government officially issued the implementation opinions on the implementation of the measurement development plan in Nanjing (hereinafter referred to as the Implementation Opinions), which clarified the guiding ideology, development goals, main tasks and guarantee measures, and promoted the development of the measurement industry in our city.
  
  
According to the implementation opinions, by 2026, the innovation level of measurement science and technology will continue to improve, the guarantee capacity of measurement services will continue to increase, and the measurement regulatory system and mechanism will continue to be improved in 3 aspects.


One is to continuously improve the innovation level of measurement science and technology. Strive to apply for approval to build 1 "national modern advanced measurement laboratory", participate in the construction of 1~2, undertake 1~2 National Science and technology projects, 2~3 provincial and ministerial projects, etc., in order to achieve important breakthroughs in advanced testing technology, high-end instrument core algorithm, core control, etc.


Two is to continue to enhance the support capacity of measurement services. Strive to achieve more than 500 research and development of reference materials, participate in the formulation and revision of 40~50 national measurement technical specifications, apply for 2~3 provincial scientific and technological innovation teams (measurement), etc., and establish and improve the measurement service guarantee capacity in strategic emerging industries, modern service industries and other fields.


Three is to constantly improve the measurement supervision system and mechanism. Strive to build a standard coverage rate of no less than 95% of the strong inspection projects, guide and cultivate no less than 1,000 integrity measurement self commitment demonstration units every year, establish a new measurement supervision mode and system, and realize the transformation of the whole chain measurement supervision system.


The implementation opinions clearly mentioned the following points:


1. Break through the quantum sensor and chip level measurement standard technology, carry out the research and application of measurement technology such as time and frequency, mechanics and chemistry, and form a batch of independent core intellectual property rights.


2. For high-end equipment manufacturing, biomedicine, energy conservation and environmental protection and other fields, explore new value transfer Traceability Technology. Strengthen the research and development of multi parameter detection, online detection, dynamic monitoring and other technical methods and measuring instruments and equipment involving the city's key industrial fields.


3. Based on the advantages of instrument and equipment manufacturing in Nanjing, strengthen the core design of high-end instrument and equipment, core devices, core control and other technical research, and support the technical innovation and product quality improvement of instrument and instrument industry in Nanjing. Strengthen the independent research and development and application of high-precision measurement standards, promote the localization process of key measurement and testing equipment and new instruments, and promote the construction of precision measurement industrial parks such as instruments and meters.


4. Actively cultivate "specialized, special and new" testing platforms in various fields, and prepare to build national advanced measurement laboratories, national and provincial industrial measurement and testing centers around the needs of Nanjing industrial testing.


5. Carry out multi-disciplinary integration and multi field cooperation, encourage the application of measurement science and technology innovation center and Key Laboratory, and implement major measurement science and technology research projects.


Looking forward to 2,035, the innovation level of measurement science and technology will be greatly improved, significant breakthroughs in key areas of measurement technology will be made, the comprehensive strength will remain the first square in the country, and the construction of advanced measurement capacity will be strengthened to meet the urgent needs of high-quality economic and social development for efficient and accurate measurement, so as to make beneficial exploration for the reform of the new generation of national measurement system.
